Proposal—Surface-water runoff.

The application shall describe how surface-water runoff and erosion are to be controlled during construction and operation to assure compliance with state water quality standards. The application shall describe in general detail the content of the construction and operational stormwater pollution prevention plans that will be prepared prior to commencement of construction and/or operation of the facility.
