Can an eligible's name be removed from an applicant or candidate pool for a class or all classes in a class series?

An employer or the director's office may disqualify an individual by removing or directing the removal of the individual's name from an applicant and/or candidate pool for a class or all classes in a class series at anytime for good and sufficient reason.
