For affirmative action purposes, may the department or employers add job seekers who are affected group members to applicant pools?

For affirmative action purposes, the department or employers may at any time recruit and screen persons with disabilities, Vietnam era veterans, disabled veterans, and persons age 40 and over for placement in eligible applicant pools in those areas where goals exist.
