The department of natural resources recognizes recreation on department-managed lands as an important component of the quality of life in Washington state. The department must balance the public interest in recreation with its trust and other land management obligations consistent with its habitat conservation plans and the multiple use statutes. Good stewardship of department-managed land, water and natural resources is essential for the benefit of future generations. The department's primary recreation focus is to provide a primitive experience in a natural setting through trails, water access, trailhead facilities and rustic camping facilities. The department currently manages campgrounds and day-use facilities such as picnic areas, boat launches and interpretive areas. In addition to water access, trails and developed recreation sites, the department also manages forest roads primarily designed and maintained for forest management purposes that provide considerable access for dispersed recreation activities such as hunting, fishing, bird watching, and sightseeing. It is the practice of the department of natural resources to encourage responsible public use of roads and trails, land and water under its jurisdiction consistent with its obligations as a trust manager and other land management responsibilities. Therefore, the following rules shall apply to all department-managed lands and roads.
