Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department is initiating rule making to implement the advanced safety training requirements under chapter
49.80 RCW, High hazard facilities
—Workforce. Chapter
49.80 RCW, enacted in 2019, requires owners of petroleum refining or petrochemical manufacturing facilities use a skilled and trained workforce when contracting for construction, alteration, demolition, installation, repair, or maintenance work. By January 1, 2022, all workers in the skilled and trained workforce must have completed within the past three calendar years at least twenty hours of approved advanced safety training for workers at high hazard facilities. This rule making will include requirements for advanced safety training certification for workers, curriculum for in-person classroom and laboratory instruction, and approval of training providers.
Process for Developing New Rule: Parties interested in the formulation of these rules for proposal may contact the individual listed below. The public may also participate by commenting after rules are proposed by providing written comments or giving oral testimony during the public hearing process.
