Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 50A.04.215. Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Rules are required by statute. Additionally, some clarification is needed for employers and employees to effectively take advantage of this program. Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: No federal agency and no other state agencies regulate this program as it is a new state entitlement with authority granted solely to the employment security department (ESD) and its commissioner. Process for Developing New Rule: ESD will involve stakeholders to ensure, to the best of its ability, comprehensive, integrated and easy to follow rules.
