WSR 17-22-124 EMERGENCY RULES DEPARTMENT OF FISH AND WILDLIFE [Order 17-303—Filed October 31, 2017, 4:10 p.m., effective November 1, 2017] Effective Date of Rule: November 1, 2017. Purpose: Amends recreational fishing rules for the North Fork Toutle and Green rivers (Cowlitz County). Citation of Rules Affected by this Order: Repealing WAC 220-312-03000K and 220-312-03000L; and amending WAC 220-312-030. Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest. Reasons for this Finding: This emergency rule is needed to allow coho retention because the North Toutle Hatchery is now on track to meet egg take goals for coho salmon but remains short of egg take goals for Chinook salmon. There is insufficient time to adopt permanent rules. Notwithstanding the provisions of WAC 220-312-030, effective November 1 through November 30, 2017, in the waters of the North Fork Toutle and Green Rivers (Cowlitz County):
Daily limit is 6 salmon, up to 2 may be adults, release salmon other than hatchery coho.
