Purpose: Amend recreational fishing rules for Frank's Pond.
Citation of Existing Rules Affected by this Order: Amending WAC 220-312-050.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to open Frank's Pond in Chelan County to juvenile anglers only. Opening the pond for juvenile anglers will provide an exclusive fishing opportunity. There is insufficient time to adopt permanent rules.

WAC 220-312-05000E Freshwater exceptions to statewide rules—Eastside.
Notwithstanding the provisions of WAC 220-312-050, it is unlawful to fish in Frank's Pond (Chelan Co.) except as provided in this section:
(1) Open to juvenile anglers only April 22 through August 19, 2017.
(2) Night closure is in effect.
(3) Daily limit of 2 trout - no size restrictions.
(4) All other game fish, daily limit 5 – no size restrictions.
