PREPROPOSAL STATEMENT OF INQUIRY
Subject of Possible Rule Making: Chapter 478-136 WAC, Use of University of Washington facilities and WAC 478-137-030 Administrative authority.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.20.130.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The proposed amendments to chapter 478-136 WAC establish a separate use of university facilities committee for each of the University of Washington's three campuses. Amendments also include newly delegated authority from the university president to the chancellors to appoint a chair for the UW Bothell and UW Tacoma committees (amending the previous secretary of the committee role), and add liaison responsibilities between the three committee chairs. In addition the chapter has been reorganized for clarity and updated where necessary to reflect current practice.
The proposed housekeeping amendments to WAC 478-136-030 clarify meaning without changing its effect.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Because the proposed housekeeping amendments to WAC 478-137-030 are part of chapter 478-137 WAC, Use of joint University of Washington, Bothell, and Cascadia Community College facilities, the University of Washington will coordinate with Cascadia Community College for possible amendment of their chapter 132Z-141 WAC, Use of joint Cascadia Community College and University of Washington, Bothell, facilities. However, as the proposed housekeeping amendments affect only the University of Washington, Bothell, these amendments may not require concurrent rule making by Cascadia Community College.
Process for Developing New Rule: Agency study.
