Purpose: Commercial and personal use rules.

Citation of Existing Rules Affected by this Order: Amending WAC 220-16-320.

Statutory Authority for Adoption: RCW 75.08.080.

Under RCW 34.05.350 the agency for good cause finds that state or federal law or federal rule or a federal deadline for state receipt of federal funds requires immediate adoption of a rule.

Reasons for this Finding: Conforms federal and state salmon length measurement in coastal waters. There is insufficient time to promulgate permanent rules as the troll fishery is already underway.

Definition--Coastal salmon length.

Notwithstanding the provisions of WAC 220-16-320, effective immediately until further notice the length of salmon taken from SMCRAs 1 through 3 and those waters of SMCRA 4 west of the Bonilla-Tatoosh line means the shortest distance between the tip of the snout or jaw (whichever extends furthest while the mouth is closed) and the tip of the longest lobe of the tail, without resort to any force or mutilation of the salmon other than fanning or swinging the tail.
