Pricing and contracting procedures.

(1) Once bids are ranked in accordance with WAC 480-107-035, the utility must determine which bids best meet the selection criteria and produce the relevant attributes required in that portion of the resource need to which the bid is directed.

(2) The bid's price, pricing structure, and terms are subject to negotiation.
