When must the OAH reschedule a proceeding based on the amount of notice required?

  Any party may request that the proceeding be rescheduled and OAH must reschedule if:

     (1) A rule requires the OAH to provide notice of a proceeding; and

     (2) The OAH does not provide the amount of notice required.
