Hearing procedures—Presiding officer.

All hearings conducted under this chapter will be heard by a minimum of one member of the board or a designee of the board, serving as the presiding officer. It is the duty of the presiding officer to conduct hearings in an impartial and orderly manner. He or she shall have the authority to:
(1) Administer oaths and affirmations;
(2) Rule on all procedural matters, objections, and motions;
(3) Rule on offers of proof and receive relevant evidence;
(4) Question witnesses to develop any facts deemed necessary to fairly and adequately decide the matter;
(5) Render or defer a decision; and
(6) Take any other action necessary and authorized by these rules and the law.
