The term "Willapa Bay" shall be construed to include all the waters of Willapa Bay outside the mouth of any tributary river or stream inside and easterly of a line from Leadbetter Point to Willapa Bay Channel Marker 8 (Buoy 8) and then to the westerly most landfall on Cape Shoalwater.
