EMERGENCY RULES

Effective Date of Rule: August 29, 2018.
Purpose: Amend commercial salmon beach seine rules in Catch Reporting Area 12C.
Citation of Rules Affected by this Order: Repealing WAC 220-354-21000B; and amending WAC 220-354-210.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to reopen the commercial beach seine fishery in Salmon Management and Catch Reporting Area 12C for Wednesday August 29, 2018. There has been a significant increase in Chinook reported at the hatchery. Reopening the fishery will allow nontreaty beach seine access to the remaining Chinook quota. There is insufficient time to adopt permanent rules.

WAC 220-354-21000CPuget Sound salmon—Beach seine—Open periods.
Notwithstanding the provisions of WAC 220-354-210, effective August 30, 2018, until further notice it is unlawful to fish for salmon with commercial beach seine gear in Salmon Management and Catch Reporting Area 12C.
REPEALER
The following section of the Washington Administrative Code is repealed effective August 29, 2018:
