EMERGENCY RULES
FISH AND WILDLIFE
Date of Adoption: August 27, 2001.
Purpose: Personal use fishing rules.
Citation of Existing Rules Affected by this Order: Repealing WAC 232-28-61900R; and amending WAC 232-28-619.
Statutory Authority for Adoption: RCW 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The fall chinook harvest guideline of 8,800 adults is projected to be achieved. The guideline was established preseason during the North of Falcon negotiations in March and April. The Buoy 10 fishery is part of a package of fall season fisheries which must remain within the guidelines established preseason and to be consistent with the Endangered Species Act guidelines. However, over one million coho are expected to the Columbia River this fall. The increase in the daily limit will allow additional harvest of the hatchery coho. There is insufficient time to promulgate permanent rules.
