EMERGENCY RULES
FISH AND WILDLIFE
Date of Adoption: November 2, 2000.
Purpose: Amend hunting rules.
Citation of Existing Rules Affected by this Order: Repealing WAC 232-28-42400B; and amending WAC 232-28-424.
Statutory Authority for Adoption: RCW 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: Federal funding has become available to reduce goose damage to agricultural crops in southwestern Washington. Adding an additional day of hunting will assist in this effort. There is insufficient time to adopt permanent rules.

Notwithstanding the provisions of WAC 232-28-424, it is lawful to hunt geese in Western Washington Goose Management Area 2, exclusive of Ridgefield National Wildlife Refuge, on November 28, December 5, 12, 19, 26, 2000, January 2 and 9, 2001. Ridgefield National Wildlife Refuge remains closed to goose hunting on these dates.
