Preproposal statement of inquiry was filed as WSR 00-18-035.

Title of Rule: WAC 308-20-001 Authority and purpose, 308-20-005 Applicable statutes, 308-20-630 Worker right to know, 308-20-640 Educational, medical, first aid, and accident prevention programs, 308-20-670 Pets on the premises, 308-20-680 Compliance with state, federal and local building codes, 308-20-690 Inspection of premises, and 308-20-700 Penalty for failure to obtain operator or location licenses or comply with statutes of regulatory authorities.

Purpose: The department has reviewed the rules noted above and recommends repealing.

Statutory Authority for Adoption: RCW 18.16.030(2).

Statute Being Implemented: RCW 18.16.030(2).

Summary: Rules repeal.

Reasons Supporting Proposal: The rules described either duplicate statutory authority, rule is not necessary to cite statutory authority, or other agencies regulate.

Name of Proponent: (1) Cosmetologists, Barbers, Manicurists and Estheticians Advisory Board and (2) industry stakeholders, public and governmental.

Rule is not necessitated by federal law, federal or state court decision.

Explanation of Rule, its Purpose, and Anticipated Effects: Repeal.

Proposal does not change existing rules.

No small business economic impact statement has been prepared under chapter 19.85 RCW. There will not be a burden on the industry due to increased fees or increased workloads.

Section 201, chapter 403, Laws of 1995, does not apply to this rule adoption.
