EMERGENCY RULES
FISH AND WILDLIFE
Date of Adoption: October 5, 2000.
Purpose: Amend personal use rules.
Citation of Existing Rules Affected by this Order: Amending WAC 232-28-621 and 220-56-195.
Statutory Authority for Adoption: RCW 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The Carr Inlet closure is rescinded because the Minter Creek Hatchery has sufficient fish to meet spawning goals, and angling opportunity exists on hatchery coho. There is insufficient time to promulgate permanent rules.

Notwithstanding the provisions of WAC 220-56-195, effective immediately through 11:59 p.m. October 15, 2000, it is lawful to fish for salmon in those waters of Carr Inlet north of a line from Green Point to Penrose Point, except closed within 1,000 feet of the outer oyster stakes at the mouth of Minter Creek.

Notwithstanding the provisions of WAC 232-28-621, effective immediately through 11:59 p.m. October 15, 2000:
(1) Catch Record Card Area 11 - Daily limit two salmon, not more than one of which may be a chinook salmon.
(2) Those waters of Catch Record Card Area 13 north of a line from Green Point to Penrose Point - Daily limit two salmon. Release wild coho salmon.
