Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 74.08.090.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department is rewriting this rule according to the clear-writing principles in the Governor's Executive Order 97-02. Unless public comments indicate a need for substantive change, amendments will be housekeeping only.
