Recognizes that insufficient classroom space has impeded the phase-in of state-funded all-day kindergarten.

Creates the all-day kindergarten facility grant program to assist school districts in the phase-in of all-day kindergarten.

Requires the superintendent of public instruction, in consultation with an advisory committee, to administer the program.
