Declares it is the policy of the state to distribute incentive funding appropriated in the omnibus appropriations act to the public four-year institutions of higher education as specified in the omnibus appropriations act and requires the funding to be based on an institution's performance in relation to its own past performance using a three-year average in the number of degrees produced, high-demand degrees produced, and degrees awarded to underrepresented students.
