Requires a minimum of five hundred thousand dollars from the economic development strategic reserve account to be extended annually to cover the operational costs of the state economic development commission.

Requires state agencies, that operate a program identified by the state economic development commission as a state-funded program providing significant economic development services, to develop a data collection plan for the program.
