Modifies derelict and abandoned vessels provisions relating to the sale or transfer of the vessels.

Authorizes the department of natural resources to develop and administer a voluntary vessel turn-in program to dismantle and dispose of vessels that pose a high risk of becoming a derelict vessel or abandoned vessel, but that may not yet meet the definition of those terms.
