Changes requirements of the preplacement and postplacement reports to include an investigation of the existence of extended family and community connections to serve as support and the planned approach to child discipline and punishment of the person requesting the report.

Requires the family and children's ombuds to: (1) Submit a report on information regarding the progress made by the department of social and health services in implementing recommendations made in the report on severe abuse of adopted children; and

(2) Convene a work group to compile a list of informational and resource materials that must be provided to prospective adoptive parents by the agency, the department of social and health services, an individual approved by the court, or a qualified salaried court employee requested to prepare a preplacement report.

Requires the juvenile rehabilitation administration of the department of social and health services to compile and analyze data regarding juvenile offenders who have been found to have committed the offense of unlawful possession of a firearm and who made their initial contact with the criminal justice system between January 1, 2005, and December 31, 2013.

Clarifies that for multiple parcels of land that are contiguous and total twenty or more acres, an individual parcel does not have to directly produce gross income as long as activities on the combined parcels generate cash income by producing one or more agricultural products and the individual parcel is devoted primarily to agricultural uses.

Requires the department of revenue to provide guidance to the state's county assessors in order to: (1) Assure fair, uniform, and consistent practices statewide in the administration of chapter 84.34 RCW (open space, agricultural, and timber lands--current use--conservation futures);

(2) Provide access to the current use program for all eligible farms; and

(3) Support the preservation of the state's working lands and agricultural economy.

Revises the definition of "farm and agricultural land" in chapter 84.34 RCW to include land that is included in the implementation of a work plan under the voluntary stewardship program.
