Concerning department of transportation project delivery.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Provides that the legislature intends the department of transportation to deliver the projects and activities listed in LEAP Transportation Document 2013-1, as developed March 2013, as funded by new transportation revenues provided in House Bill 1954.

Requires the department of transportation to: (1) Convene three expert review panels to provide independent financial and technical review for the development of a finance plan and project implementation plan for the Columbia river crossing project, the state route number 520 bridge replacement and HOV project, and the Alaskan Way viaduct replacement project;

(2) Use available technologies to minimize permit delays for, inform and interact with interested parties including relevant environmental regulatory authorities regarding, and optimize the effectiveness of proposed compensatory mitigation projects; and

(3) Consider, for compensatory mitigation, the correction of fish passage barriers on city streets and county roads located within the same watershed as the proposed project.

Concerning communications services reform.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Provides communications services tax reform.

Establishes a state universal communications services program to support continued provision of basic telecommunications services under rates, terms, and conditions established by the utilities and transportation commission during the time over which incumbent communications providers in the state are adapting to changes in federal universal service fund and intercarrier compensation support.

Requires retailers of prepaid wireless telephone service to collect the enhanced 911 tax.

Repeals chapter 82.72 RCW (telephone program excise tax administration).

Requires funding by state general fund appropriations for the telephone assistance and telecommunications relay service programs.

Creates the universal communications services account.

Provides for termination of the state universal communications services program on June 30, 2019.

Requires the state health care authority to make arrangements for medicaid programs offered through managed care plans or fee-for-service to require dispensing of contraceptive drugs with a one-year supply provided at one time unless a patient requests a smaller supply or the prescribing physician instructs that the patient must receive a smaller supply.

Provides the department of natural resources with additional resources to increase the number of officers protecting the state's natural resources and ensuring safe recreation on state lands, which in turn will help stem the need for recreational area closures.

(2) Open, reopen, or provide additional access to an area that supports a reasonably equivalent level of recreational opportunities, prior to or upon closing an area or access to an area that supports recreational opportunities.
