Finds that the implementation of the privatization of liquor initiative has created some unresolved issues in the marketplace. Therefore, the legislature recognizes the need for more fairness in the market for former contract liquor store owners and phased-in uniformity in the market.

Provides exemptions to the license issuance fee to spirits retail licensees that were former contract liquor store managers or former state liquor store managers.

Provides that farms five to twenty acres are eligible for current use valuation of the land underlying the residential structures the same as farms twenty acres and over and farms less than five acres are also eligible if certain gross income thresholds are met.

Directs the department of revenue to develop guidance on the administration of the act.

Requires the joint legislative audit and review committee to provide a report to the legislature addressing the modifications to the open space property tax program.

Concerning the taxation of honey beekeepers.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Provides a sales and use tax exemption on honey bee food for an eligible apiarist for use in the raising of a bee colony used to make honey bee products.

Requires the joint legislative audit and review committee, as part of its tax preference review for the tax preferences contained within the act, to evaluate whether state taxes are a disproportionately large percentage of the commercial beekeeper's operational or capital costs, including an analysis of the impact of state taxes on similar sized businesses.

Creates a honey bee work group to address challenges facing the honey bee industry and to develop a report outlining solutions that bolster the use of the state's honey bee colonies used to pollinate tree fruits, berries, and seeds.

Delays, until July 1, 2016, the expiration of chapter 314, Laws of 2008, relating to honey beekeeper taxation.

Allows the department of licensing to continue to furnish lists of registered and legal owners of motor vehicles to manufacturers of motor vehicles to be used in research activities, and in producing statistical reports, as long as the personal information is not published, redisclosed, or used to contact individuals and requires the department to send the list only to specified parties.

Requires the department of licensing to: (1) Develop a method to identify the personal information released to manufacturers of motor vehicles, or their authorized agents, by recipient of the information and date released; and

(2) Use that method to actively track, monitor, and investigate the use of personal information.

Establishing policies to support academic acceleration for high school students.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Encourages each school district board of directors to adopt an academic acceleration policy for high school students.

Establishes an academic acceleration incentive program to support teacher training, curriculum, technology, examination fees, and other costs associated with offering dual credit courses to high school students.

Requires the office of the superintendent of public instruction to: (1) Allocate half of the funds appropriated for the purposes of the incentive program on a competitive basis to provide one-time grants for high schools to expand the availability of dual credit courses;

(2) Allocate half of the funds appropriated for the purposes of the incentive program to school districts as an incentive award for each student who earned dual high school and college credit for courses offered by the district's high schools during the previous school year; and

(3) Collect and post on the Washington state report card web site certain results from the program.

Provides that section 3 of the act is null and void if appropriations are not approved.

Requires the department of licensing to provide education about and market the benefits that are derived from the voluntary five-dollar donation that is collected at the time of vehicle registration renewal and is used for the operation and maintenance of state parks.

Requires new standard issue license plates to be issued when ownership of a vehicle changes.

Eliminates the periodic replacement of license plate exceptions.

Requires the department of licensing, a county auditor or other agent, or a subagent, before accepting an application for a renewal vehicle registration, to charge a one dollar and twenty-five cent license plate fee per each license plate on the vehicle.

Requires the department of natural resources to: (1) Create a geoduck diver safety program and establish safety requirements for licensed geoduck divers; and

(2) Establish a geoduck harvest safety committee to review and evaluate the safety program's success and effectiveness and recommend to the department appropriate changes to improve the geoduck diver safety program.

Requires licensed geoduck divers, beginning on January 1, 2015, to annually complete the geoduck diver safety program.

Imposes an excise tax upon the severance of oil and gas from any lands or waters of the state.

Provides an exemption from the excise tax on the value of: (1) Any oil or gas reinjected for storage;

(2) Any oil or gas owned by a producer or producers exempt from tax by reason of federal law or a compact negotiated by the state with a tribal government; and

(3) Liquid hydrocarbons that are a byproduct of carbon sequestration.

Requires the department of revenue to: (1) Deposit eighty percent of the amount collected from the excise tax in the park land trust revolving fund; and

(2) Deposit twenty percent of the amount collected from the excise tax in the local government severance taxation account established in the state treasury.

Exempts from property taxation, oil or gas reserves and leases on the rights to develop and operate upon or within any lands and waters of the state for oil or gas and the property rights attached to or inherent therein.

Creates the sustainable energy trust account.
