Expands the definition of "home detention" for purposes of the sentencing reform act.

Prohibits a home detention program, unless specified differently by the court, from allowing a monitored individual to be away from his or her residence more than: (1) Sixty-five hours per week for employment purposes;

(2) Six days in a row for employment purposes; and

(3) Twelve hours a week for any approved nonemployment purposes.

Requires a home detention program to be administered by a monitoring agency that meets certain conditions.
