Requires the vocational rehabilitation subcommittee, created by the department of labor and industries, to: (1) Consider options that, under limited circumstances, would allow injured workers to attend baccalaureate institutions under their vocational rehabilitation plans; and

(2) Provide recommendations to the director of the department of labor and industries and the legislature on statutory changes needed to develop those options.
