Establishes a partnership pilot project involving middle schools, high schools, and participating institutions aimed at increasing enrollment of underrepresented students in running start programs.

Requires the office of the superintendent of public instruction to contract with a northwest educational research organization to conduct an evaluation of the pilot project to identify successful practices in improving enrollment of underrepresented students in the running start program.

Expires August 1, 2021.
