Revises adoption provisions with regard to: (1) Mandatory disclosure of nonidentifying information of a birth parent, an adoptee, or an adoptive parent;

(2) Allowing an adult adoptee to obtain uncertified copies of his or her original birth certificate under certain circumstances; and

(3) The expiration of affidavits of nondisclosure.
