Receiver identification. Any person receiving explosives purchased from a dealer must:
Provide proper identification and prove to the satisfaction of the dealer that they are:
The purchaser
OR Their authorized agent
Sign their legal signature on the dealer's receipt.

Delivery locations. Explosives must be delivered into:
Authorized magazines
Approved temporary storage
OR Handling areas.
