(1) If the licensee has a written and signed parent or guardian permission as described in WAC
170-296A-3375(2), the licensee may use hand sanitizer products only with children over twenty-four months old. Hand sanitizer products may be used:
(a) When handwashing facilities are not available, such as an outing, emergency, or disaster; or
(b) After proper handwashing.
(2) Hand sanitizer gels must not be used in place of proper handwashing if handwashing facilities are available.
